Abstract
Kim Il Sung University of North Korea was successfully founded in 1946 despite of poor circumstances right after the liberation. It happened largely because political leaders, contrary to a generally accepted idea of that days, appropriated the colonial vestiges including mainly technical and medical institutions. Owing to such endeavor, engineering and medical schools could be better equipped than the other disciplines. However, old-fashioned thought spreaded among the existing faculties and students continued to exist as ever. The separation of the specialized colleges from the university in 1948, with the help of advisory groups of the Soviet Union, resulted in the further development and improvement of technical disciplines. And then the university and the colleges ran into the counter direction: the former focusing on humanities and social sciences tried to be faithful to the socialistic ideology, while the latter became to emphasize the technical speciality. As a result, the institutional base to produce technocrats could be built up early and firmly in North Korea.
