Abstract

This paper studies the process of foundation, management of school affairs, and the condition of producing graduates of Kyŏngsŏng Higher Technical School. From this investigation, it tries to get the aims and realities of special technical education in Chosŏn administered by Japan. During the Residency-General period Government Technical Training Institutes were instituted in Kyŏngsŏng. They had been reorganized and promoted to a higher status partially. In 1916 they were designated 'Kyŏngsŏng Higher Technical School'. It was the first institution for advanced learning in the field of science and technology in Korea. Founded by imperialist Japan, it was organized five departments of dyeing and weaving, ceramics, applied chemistry, civil engineering, and architectural engineering. It was also closely connected with 'Central Research Institute of Chosŏn Government General' which was instituted for the technical research in 1912. Imperialist Japan managed the three institutes—Government Technical Training Institute, Central Research Institute of Chosŏn Government General, and Kyŏngsŏng Higher Technical School—under a single administration, closely following the system of higher technical school of Japanese. Imperialist Japan claimed to have founded Kyŏngsŏng Higher Technical School "for the engineering development of Chosŏn", "for the Chosŏn's students", and "for the professional education of engineering technics". But, there was a large gap between their claim and the real conditions. Imperialist Japan did not have a systematic program that links elementary and secondary education to advanced education. In the absence of engineering education, they established 'Kyŏngsŏng Higher Technical School' in haste without securing sufficient faculty, facilities, and fund. From this, the real aim of the foundation of Kyŏngsŏng Higher Technical School can be inferred.
